Bilstein B14 on MY06/Hawkeye rock hard

Bilstein B14 on MY06/Hawkeye rock hard
Hi All,
I just bought an Impreza MY06 (Sport Edition / Basically WRX trim) 2.0R.
I came with Bilstein B14's fitted but for some odd reason they are rock hard. It's like there is no suspension at all.
I have tried setting the rear to the maximum height (see Picture) and also set the front about 1cm heigher than when i bought it but there is little or no change.
The B14 should only be height adjustable but could there be something that has been done incorrectly to make the suspension this hard?
A Little extra info: I actually bought the car from new and sold it a couple of years ago and then bought it back last week. When I sold it, it had Tein Superstreet coilovers set to the hardest setting and it was still much smoother than it is now. So I do have a direct comparison.
Turned to the very top in the back to maximize the height.
Car when set to heighst setting in the back and abount middle in the front.
