There's a plastic plug IIRC, (wife has car today), at BOTH ends. Prise the centre out with a sharp object and pull the plugs out.

Under the car are about 8 screws with hex heads, Undo those, and the skirts then pull off, being held on with poppers along the top edge.

Don't worry if you break any poppers, as Scoob dealers sell them and the things they pop into, AND they aren't too dear

I'd be inclined to take one of the screws from the bottom to a bolt and nut stockist (Yell.com the UK's local search engine - search for UK businesses) and buy a set of stainless ones to replace them.

When I took mine off, one or two were rusted solid into PLASTIC holes, with the result that the plastic hole was destroyed. They WERE NOT easy to source!

Can't comment on removing paint, ask a bodyshop. Alternatively, TAKE them to a decent bodyshop and have them repainted.
