Dunno.
All I know is I owned a 1993 (4 years older than yours) WRX for nearly 4 years, and the hazard switch (same as yours) worked perfectly.
After all, they hardly get used lol

Sounds like one of the wires on the back of its terminal is at fault.
In that said wire is unusually sensitive to the switch's position. Obviously, when the switch is fully latched, the wire - for whatever reason - doesn't make contact with the terminal.
OR... There's a break in a wire, and the fully latched position causes it to become a 'dry joint'.
That's my hypothesis anyway lol

Ah, well that puts a new spin on it.
Thing is, because of that, you now can't guarantee that yet another switch will sort it.
I'd cut my losses and call out a mobile sparky...
