In my previous experience and obviously all cases are different but could be the bearings on first gear, obviously when the clutch is pressed the car is coasting and the gears are stationary.

Has the whine gradually got worse?

I would maybe look for a gearbox specialist in your area and ask if he will have a listen.

In the meantime spend as little time in first gear as possible.

Another more experienced member maybe come along with a different analysis tho.

1st gear bearings or clutch release release bearing by the sounds of it.

Get it checked asap and you might just need a 3piece clutch kit fitted.
