Assuming you could not stomach a rover 45 perhaps a 1.6 avensis ? There are some audi a4's at that money but will have well over 100k. Personally I would pay a bit extra insurance and get a Honda accord V-tech can be got for £500 and last for hundreds of thousands of Miles.

Volvo S40 (96-04 model).
Had one S40 and two V40's (estate) over the last ten + years (now got a V50) and they have all been pretty bulletproof regards reliability. Great build quality, plenty of kit if you get the right model and extremely comfortable, so much so that when my wife suffered from slipped disc she would want to go for a drive because it was the most comfortable place to sit. Only drawback is they use a bit of fuel no matter which engine they have unless it is a diesel. Cheap insurance though, my last one was 200bhp T4 model and even though it was group 16 was still less than £400 for my wife to insure with 4 years ncb.

Be mindful that the 20v engine in the Passat was replaced by the old 2 litre that you will more likely find in a Bora SE and is pretty much the same as that used in the mkIII Golf GTI (which in turn is basically the same as the 1.8 as used in mkI and mkII GTI's) because the 20v engine wasn't particularly that good (in non turbo form at least). Non turbo 20v Golf GTI mkIV's went back to the older engine after a year or two of production.
Personally I wouldn't bother with the Astra, not particularly nice to drive and turbos can go on them, and they have one of the worst gearboxes (any Vauxhall of that age) I have ever used. Focus and Mondeo are ok, like to go through suspension bushes but are pretty reliable, be a bit wary of a Lexus IS for that money, although very reliable could be costly to fix if it does go wrong.
