I have a 1995 wrx with a vent to atmosphere dv fitted and i think it might be leaking. Is it ok to remove the dv completely and block the holes?

The turbo fitted to your car should be a td05 ,which is a good strong turbo,and some people have run them without a dv,recirc.The problem is when you lift off the gas after hard acceleration the excess gas has no where to go and is forced back into the turbo,which it is not really designed to do ,which will lead to extra load on the bearings.
If you think your current vta dumpvalve is leaking rather than run without one ,why not try fitting one of these:

I have had 5 various vta dumpvalves over the last 2 yrs,some were better than others,but none of them ran as smooth as when the recirc valve was fitted. You could buy this ,and give it a go and if you dont like it sell it on,but most people who go to recirc from vta never seem to go back.Also less stress on the turbo with the recirc than deleting the dv altogether imho.

ill give that a try. I used to have a standard one but i broke the nipple of working on it in the cold
