Small PC required has to be v quiet, help with spec !!

My brother in law is trying to find a small PC for his work that has the following characteristics...

Needs to be small
Wants it fanless but its going in a confined space, so it needs a fan, and must be very quiet
Can be Win7, Vista or XP
Needs .Net framework
2Gb memory
Doesnt need much in the way of CPU power
Doesnt need much HDD space, just for Windows and a small app
Needs a serial port
Doesnt need a DVD drive

Can anyone help ? The option thats proving a sticking point is the serial port at the moment.

Look at the Acer Aspire Revo, cheap and good. As for the serial port don't worry, get a good USB serial adaptor. I use a Keyspan unit, not the cheapest but works all day every day.
