I've got a 2001 Bugeye WRX with the below ECU, When i bought the car it had the Prodrive certificate and a couple RR printouts. does this actually have the PPP ecu in it,

But more importantly is that little black plug meant to be connected to something?

it has the daughter board which was used to tune the ecus before ecutek not sure what the black plug is, if you want to tune more best remove the daughter board and have it tuned with either OS or ecutek.

i'm not looking at tuning yet, just trying to make sure the car is sound and fix a few things on it first

the car should be sound if in standard ppp trim, if its had any extras fitted like a decat or induction kit it may boost spike.

As per MY94's post, yes, that's definitely an MY01 PPP piggyback board.

No. It's presumably a programming cable/bench test cable or similar.
