can someone tell me where the diagnostic plug is on a 1997 impreza wrx please, facelift model?

under the dash on drivers side. above throttle pedal. your best on your back looking up

Mines a 98 sti and the diagnostic plug on mine is on the right hand side of the dash in the trim. If you stick your head down at the level of the pedals you should see it if its there.
( you do mean the 16 pin connector)

The OBD port. What you looking to do, as not a lot of OBD readers can do much on a Subaru.
If its fault finding, have a go at the green connectors: Scoobypedia | Trusted knowledge for everything Subaru | Knowledge / Reading ECU Fault Codes
You don't need anything additional.

the engine check light came on and power has gone down, so want to read ecu to see what code is.

Unless you have something capable of speaking the 97-98 Subaru diagnostic protocol, the way to read the codes is to connect the black plugs, turn the ignition on and then count the light flash sequence off the CEL.

You cannot use a generic OBD reader on these cars.
