What device and OS are you using?

I've gone into Cydia and downloaded winterboard and after restarting my device (iPhone 3GS) I've seen a winterboard icon in the springboard and clicking on it will allow me to change various options.

I don't think you need to add it as a source from cydia, you simply need to use the search option in cydia to search for winterboard and then download and install it.

It is indeed missing from the repository and I think I've found out why. Firstly, the name changed from "Winterboard Settings" to "Theme Settings"

I've done a bit of searching and found the following in the MacThemes Forum from Stimpy5050 which is David Ashman's username on there:

Just an FYI - After talking with Saurik about some major issues in my implementation of Theme Settings, I've decided to pull it from Cydia and discontinue development of this package. I'd recommend uninstalling it prevent conflicts with future WinterBoard releases.

So, he's pulled it and that is why it's not available, and given he thinks there are issues in the implementation this is probably a good thing.
