I've heard the music thats used on the broadcasts on other shows/events. So I'm pretty sure its not exclusive to the WRC.

Known in the trade a 'Library music'
There are music companies that specialize in music for Live events, TV, etc. they send their CD's to production companies, edit suites, etc. you pay for it as you use it, dependant in usage and duration.
Generally a lot cheaper that using well known tracks!

We have around 400-500 of the damn things at work! Out of those there are probably about 20-30 I would use, the rest are pants.

They send them out on a regular basis FOC, pay as you use 'em.

Speaking of which...

Is this the case with the theme music to "Tarrant On TV"?

Which was also used in the "Speed 3" episode of Father Ted, with the disgruntled milkman.
