boosting question

just fitted a boost gauge to my blobeye impreza and when i floor it the boost gauge only goes up to 0.4 boost is this normal? the gauge has vacuum pressure on it as well and when it ticks over it sits at -8.

My 96 classic does exactly the same. I thought it wasn't boosting correctly
