I did but you were busy so I got Frazer. Why couldn't I use you this year? Why do I have to deal with Frazer?

Company policy i'm afraid. To be fair to Fraser he did refer the quote to the insurers, but they weren't willing to match your other quote.
I did bring up the point though that if he'd sent out a reasonable price in the first place you wouldn't have needed to shop around.
