read-only PDFs

how do you create pdfs that are read only so they cant be edited or be able to remove watermark?
Tried this by password protection but when the document is decrypted and opened using acrobat you can strip them all out.

You shouldn't be able to do it

Are you doing it like this:

Planet PDF - Adding Watermarks and Backgrounds in Acrobat 7

Hello

If you use Adobe Acrobat, add a Watermark, password protect it etc .. then it should work. Passwords can be cracked, but the Watermark is added all the way through the document (and you can't remove them, as I've added a Watermark by mistake, and couldn't get rid of the annoying thing).
