Legacy first turbo not boosting...

I've had someone needing help with a 2000 legacy GT He had a new engine fitted by someone that hasn't got a clue. The car seems to only boost past 6k. You can hear the turbo spool up, sounds quite strange more like a whistle than a turbo spooling, but doesn't have the urgency of what I would expect until it hits higher revs, almost like it isn't working at all, although you can hear somthing spooling. The throttle body has been spaced out by 2 thin pieces of wood :rolleyes: with 3 gaskets rather than get a longer piece of IC hose for some strange reason. I will be returning this back to normal as soon as I get some pipe as it could be part cause of the problem. I'm wondering if there also is a problem with the way the boost control has been plumbed in. the Nearside turbo has a boost control valve in the inner wing with 2 pipes coming through, they had been tee'd in in two places to the inlet manifold and the D/V on the intercooler, now I have returned these to compressor to one side and actuator to the other. Does anyone have a schematic of how the O/S turbo is plumbed in with the 12 or so pipes going to the boost control on the O/S turret so I can check and return to normal? or can anone shed any light on the matter?
