typing raw html into an email

Is there any way to type raw html into an email in MS Outlook, so that it appears formatted, when the person opens it at their end ?

eg. if I type this into an MS Outlook email:
<a href="www.something.com">click this link</a>

so, when the person opens the email at their end, it appears as this link:
click this link

:wonder: don't think so, the newer outlooks turn things like that off as its a secuirty risk, runniing html can do scary things...

Attach a html file to it
