Load sensitive proportioning valve Q?

Not the scoob for once!

Trying to get a diesel punto back on the road as cheaply as possible to use for the 50 mile a day commute. I replaced rear brake pipe the other day which I know will fail mot and then took it for a little run on a private stretch of tarmac to try them out.

The trouble is the rears (both sides) lock up way before the fronts, which is fun in that situation but wouldn't be on the road!

The haynes manual states that the punto is fitted with LSPV's to prevent the rear wheels locking up first? However, the manual then goes on to give in depth overhaul of every component in the brake system but no mention whatsoever again of the LSPV's.

Now before I commit to replacing these do any brake guru's think anything else could cause this problem?

Any help appreciated, cheers,

Ritchie :D
