just parked up in an old car park earlier tonite when an classic red wrx pulls up and starts doing donuts how did he do this without dccd?
is he just tapping the brake to lock the front wheels?

You dont need DCCD. If doughnuts are your bag i suggest finding a loose surface or wet piece of tarmac.

From a standstill, turn the wheel to full lock (right is good), dial up the revs (select 1st gear first) and dump the clutch - you are now 'doughnuting'.
