Do they fit on normal uk turbo fog lights

No, the RB5 uses PIAA driving lamps at 180mm.
Standard fog lamps are about 165mm

Can you get fog lamp covers to fit standard 165mm lamps :wonder:

Dont think you can get fog lamp covers as such .... but you can get the clear protective covers that are/were made by Subaru! ;)
