it is not quite normal to a admin fee, i have been charge more than that on previous occasions to change a minor detail.

All brokers can charge and admin fee provided they have advised you on their term and conditions or terms of business (normally sent to you when you take the policy out).
If you hav'nt received their TOB;) they cannot charge you.:)

This must also be advised before you take the policy out as per the FSA.
