If you live in England or Wales you can see how much cash your local scamers extracted from the motorist, and even how much of it went in police overtime. You can even see how many of the FPNs were paid comparter to the NIPs issued, though clearly the will be quite a few factors in this area. However, this was at the height of the "unsigned forms" campaign so it is interesting to bear that in mind. It is also interesting to look at somewhere like Cleveland which, in one quarter, managed a 111% payment rate for FPNs and in another quarter managed a 101% conversion rate from NIPs to FPNs. This is very strange behaviour when compared to many other areas.
