when i got my car i had the wheels painted, but it actually flaked off, HOW do i get rid of it without ruining the wheels?

Best way would be to entrust them to a wheel recon. company and get them professionally re-finished.

DIY could be difficult, especially if you have to drive the car (on those wheels) in the meantime. Try a flapper wheel or similar in an electric drill, sander or wet'n'dry paper. Basically, anything that's controllably abrasive. Clean thoroughly and re-paint. Finish off with clear lacquer.

DIY works best if you have 5 wheels. You don't end up with deadlines and can take your time.
