If rebooting fails, have you recently gone over to broadband?

Or use switch to Mozilla Thunderbird and say goodbye to buggy software and constant security compromises...

Right, I think I know what this is. Your outgoing e-mails MUST use the outgoing mail server of your broadband ISP, not the outgoing mail server of the mail account. But the incoming mail server remains the server of the mail provider.

Thus, if you are (say) using GMail, then the outgoing server should be set as your ISP's server, with your ISP's login; and the incoming server set as the GMail one with your login for that.

If your ISP is also providing the mail account, then I'm not sure.
