If I end an auction early (for whatever reason) do I still get charged the full amount for listing it? If so, are there any ways to get around this?

What happens if a) a scammer wins or b) someone wins who did not bid within the terms and conditions I've set - i.e. they have zero feedback or feedback of less than five? UB:( |
