MY04 WRX skirts fit WRX03? Price?

I see that the MY04 WRXs come with side skirts colour coded. So do they fit a WRX03, and do the parts come prepainted?

Got my black MY03 ones done at a local bodyshop for £150. Made a lovely job :cool:
