as it has a picture of the place on the bottle I presume it means "Houses of Parliament"

HP Foods Ltd. has the woeful finances of a Mr F. G. Garton of Nottingham to thank for its existence. Around 1900 he owed Edwin Samson Moore, the owner of the Midland Vinegar Company £150. Moore, a shrewd opportunist, settled for the recipe of a homemade sauce that Garton used to sell in their neighbourhood. The sauce was christened H.P. when someone reputedly saw a bottle in the Houses of Parliament. It captured Moore's imagination wholesale, and a household brand was born.

My son has a Beano from a couple of years ago when everyone was going Harry Potter crazy. One of the characters holds a bottle of brown sauce and exclaims "wow, he even has his own sauce!"
