What can I use to repair bumper skin that's holed?
Can I use body filler to fill-in the hole and then spray paint it (with body colour, or tyre black in case of black bits)?

NO. plastic bumper repair is a specialist job. It is very complicated and does not always produce a satisfactory result. Hope that you can find somebody local.
