I a word no, pics on ya PC reside on the hard drive, unless your actualy looking at them in some kind of software such as photoshop then they wont affect the pc performance...

U could try defragmanting the drive, as this leads to poor performance in general...

Alternatively, if the "My pics" directory is on the same drive as the web browser cache, then it could cause problems. If you have enough pictures stored that you've filled the drive, then there won't be as much room for the browser to cache it's files and so it will be re-downloading more stuff than usual...
