I had that problem and it was the spark plugs- changed them for new ones and the problem went away.

Is the idling ok? I had a similar problem with my MY01, replacement of the MAF (there was no CEL) sorted it out for me.

Hi and thanks for the help, but whats the MAF

Hi - I have the same problem but mine is cos the front Lamda sensor is not working as it should be - its much better when I use optimax though !!

Mass Air Flow sensor - goes in your airbox.

Unlikely to be the MAF on a 95 as they're rather more solidly built MAFs than the newer models :)
I'm in for a vote on the plugs too ;)

i hade that problem on my 1995 WRX, it turned out to be my coils, but go for the plugs changing first, cheaper option and if that does not sort it i would advise doing the coils.
