Doing nitetime shots with long shutter speeds requires the use of a tripod else it all gets a bit wobbly http://www.stopstart.fsnet.co.uk/smilie/stretch.gif

Why not just do a normal photo and apply a filter from a paint package - eg. photoshop will give you a nice 'motion blur' simulating a long exposure (ooh-er!)
