they are using layers, which can be complex if you arent up with that kind of thing.
dreamweaver is the best tool for creating and editing layers.

You can do it using mouseovers and image maps. It's a bit labour intensive but works without needing new software or dhtml.
Try this link. It's a page I copied yonks ago that is now on a pay-to-view site and it explains it quite well:

I'm no web wizard but perhaps try Macromedia Fireworks, it has a really simple way to do multiple drop-down boxes a bit like on the Microsoft site but not as nice (no javascript needed).

But saying that perhaps insert some javascript from one of the free download sites.
