Is any of the connections there ? or will i have to wire the lights through a relay etc .

Yep fitted driving lights to my MY99 STI-V about 3 weeks ago, there are special connectors there already should be joined to the headlight loom (They were there on mine, not sure on your car tho), also added a relay, it didnt take too long to do and is fairly straightforward.

ok, its pretty simple still, you will need:

12v+ Direct from the battery is easiest.
12v Switched - Main beam on headlight loom, Run this to the 2 driving lights.
Earth
Relay.
