Heating either on or off, no modulaiton. 05 sti

Has anyone got any clues as to what needs fixing? My heating works however its not possible to lower the temperature from max unless it turn it all the way down to cold.
2005 wrx sti.

my 03 has always done the same ,,only changes temp with dial 3mm from cold :rolleyes:
