Hesitation at low RPM
 

Hello, i have a rare stuttering problem on my 1999 Subaru Impreza at low RPM. I hooked up my OBD scanner an i see that the timing drops at WOT an then slowly climbs back up again. Is this normal or could this cause the weird stuttering?
