MY97 STi - When does the fuel vapour purge valve operate?

I'm thinking I may have a problem with the evap system as I'm having hot start problems and have excluded everything else (sensors and leaks etc). I'm wanting to know when it operates as it seems like it's fuel vapour causing the issue. It won't start at all unless I have the throttle peddle on the floor, which I believe is how the ecu clears a flooded engine. It starts within 3 seconds when doing this.

Cheers,

Wayne.

My understanding is the evap system is to contain the fuel vapours lost due to evaporation from the tank.
If you've got a vapour lock in the main feed, it should be cleared by the fuel pressure regulator returning excess fuel to the tank.
