Am I correct in thinking the Restrictor pill is located where the yellow dot is, the part I have lost is the end part that's circled , is that just a fitting so it connects to the rest of the boost circuit?

Yes your right its just a straight connector a piece of 4mm silicone hose and extend it or if stuck check washers there's usually one you can steal temporarily there.

Pill is where the yellow dot is goes to the turbo side.

Silly question....
what does this exactly do?

Slows the pressure down so that the 2 port boost solenoid can control the boost pressure. If Subaru hadn't been penny pinching the 3 port was a far better system.
