Error code P0508

The engine management light on my 2002 bugeye sti keeps coming on and this is the code the continually comes up

Initially this happened on the odd occasion under hard acceleration in first, where the power would cut out. Now it just happens at random. The iacv was cleaned about a year ago by the previous owner with a new gasket fitted as a similar problem was present, I found a broken jubilee clip on the 90 degree silicone hose that goes from the intercooler to the turbo. At the time this appeared to solve the issues.
A couple of weeks back I found a split in the flex air intake pipe after the maf, so I replaced this today thinking that would be the problem, no change. Today I also changed the recirc valve gasket and the 2 gaskets on the Y pipe under the intercooler. Plus I have cleaned the iacv and changed the gasket once again. Still no change.
when the car is started from cold and the iacv is disconnected the idle becomes erratic, this suggests to me that iacv is fine. There is actual idle issues, just the error code.

Any suggestions on where to look next?

Any help is much appreciated.

DTC P0508 — IDLE CONTROL SYSTEM CIRCUIT LOW INPUT
Subarus diagnostics for this code suggest a voltage or resistance problem with the wiring to the solenoid valve/ECU.
Check the earths on the engine and engine to chassis/body.
