Do I need these washers with tabs?

Or can I use normal washers?

looks like a 'locking' washer, so I would yes (but not an expert....!)

Bend the tabs up to stop the bolt coming loose.

So Spring washer or Loctite would do the job?

From memory though the tabs face in towards the calliper and clip on to it, it also looks the same in the diagram , so not necessarily locking the bolt in

Some say it's a corrosion prevention washer and would appear so as the mounting bolts come with lock washers.............

I fitted newage rear calipers to my classic at the weekend and noticed these , one had come off after fitting the calipers so to be safe I took calipers of and refitted it .. I'm sure they are there for a reason
