Guns are allowed in checked luggage. As the shooting was reported near to the baggage carousel - I assume he picked up his luggage that contained a gun, had some sort of argument and then started shooting. I never forget my first trip to the USA in 1990 and my shock at seeing signs behind checkin counters that reminded people to ensure that their guns and ammo were put into checked luggage and not hand baggage!
