A possible servo problem.

My local mechanic fitted a new drive shaft for me today, he noticed that the brakes didn't seem as good as he thought they should, a little, " wooden" were his words.
The car has new discs and pads on the front, but they've had time to bed in, so I'm wondering whether it's a servo problem.
He attached a vacuum guage to the servo and pumped it up, it would get to 18 but no more, I take it there must be a PRV of some sort in there to stop it over pressurising, ( is that correct ), if not then there might be a problem.
He then fixed the vacuum guage to the inlet manifold and was reading about 18-20, but would alter as the car was revved.
Going on the above, what do people think about the servo being the problem, or is ther an easier way of checking it.

Bed in the brakes first.
I've had good brakes feel totally pants before a bed in.
If the brakes are bedded in and they still feel bad then look further.

Brakes have been on the car for a few hundred miles, so well bedded in by now.
I did do the normal thing of pushing down on the brake pedal before starting the car, then starting up whilst still pushing on the pedal to see if the pedal depressed further, it did.
I seem to remember on my previous scooby, ( a bugeye ), the brakes weren't as good as I thought they might be, maybe it's just the way they are, and I'm comparing them to other cars I've had.

what pads?

is the rubber vac hose to servo in good condition ?

It's got the godspeed package on the front with Kevlar pads.
As far as I can see all rubber pipes are ok.
