Its not just horses on the road, it could be anything. Horses, women, dogs, men, kids. I really dont want to run into any of them and my point was only, if they HAVE to be there at least make an effort to keep safe and stick as close to the side as possible.

I dont blame the people for being there but all this money spent on targeting motorists to Kill Your Speed, maybe some of it should be spent on educating these people how to minimise the chances of being run over.

Maybe the point has somewhat been missed, the original pics were from a Safety Group campaigning to save lives on rural roads. Why on earth take pictures of people/horses 4/2 abreast. This could have been a perfect opportunity to kill to birds with one stone and educate both the driver AND the pedestrian.
