I believe that the road from Padiham to Whalley is closed at "Devil's Elbow", so loads of drivers have been going over Pendle Hill instead.

Twice now, my parents have been coming down Pendle, from Clitheroe, only to meet plod at the bottom of the hill in Sabden with one of HM approved speed measuring devices.

Seems a bit mean, as it is a bugga to keep to the 30mph limit even in second gear due to the steepness of the hill - so be warned and press the middle pedal as well.

There was also a bunch of plod parked in the layby on the left, just before you enter the 30 - i.e. actually in the NSL zone. Presumably these were watching out for the drivers coming out of town and flashing the incoming traffic - as in, attempting to stop a policeman in the course of extorting money out of drivers
