or is it the huge amount cash this ones made , and was wondering who actually sourced the work - since this is big consuming part of being self emp for me

Minimum hours, well thats the companies prerogative. if his current contract says he has to do X hours and he can't full fill those hour then he needs to look elsewhere. Company has to give him the correct notice according to his signed contract.
As a contractor i bet he was pulling alot more money than a staff member and getting tax breaks because of it as well.
He's just shafted contract workers full stop if, companies wont pay the high rates they do if they then have to take on the extra costs.
