It's sprayed all over the place as in graffiti.
On the A1 coming down from Gateshead it's every few miles

After extensive research, I've concluded it's a global meme common to morons with aerosols as far away as the land down under:

As to what it actually means, even urbandictionary's explanation strikes me as pretty implausible in this part of the world.

Me too. In Hull recently banksy did one and there was outcry when his was graffitied over.

But it has a meaning , means immigrant , non English cultural ,
Theory is the guy or guys spraying it are east European lorry drivers , they tend to be on motorway bridges , or walls , even farm outhouses not to far away from motorway service stations or truck parks / if you have any info contact the police / there is a reward for these douch bag low life’s
