If the EU expands as it has done in the past and taps in to a cheaper work force by doing so; throw in regional development grants or whatever they are called to attract companies to those regions or countries, then the likes of JLR would move out the UK regardless if we remain in or not. So you could argue that we are paying the EU to encourage companies to move whatever they do (in the UK) to another country in the EU which can do it cheaper.

In reality, any cheap labour gains from new members is relatively short lived as wage growth in new member states is generally extremely high as the local economy balances itself against the rest of the EU. Look at all the Polish who are now returning home as they can often earn the same in Poland now as they can in the UK.
I'm also very sure that the EU won't be expanding any more in the short or medium term.

Average monthly wage in UK manufacturing = Ł2396
Average monthly wage in Slovakia in manufacturing = 1070 Euro's
Other countries are probably the similar, so member of the EU or not, businesses will move to the cheapest option and I can't see the likes of Slovakia having wage parity within ten years. Ryton closed in 2006 and we are still no where near.
The company I work for has offices in other large European countries and where we can, we recruit and outsource to those countries because it is cheaper than hiring the same person in the UK every single time.
So I don't agree that the labour gains are short lived as evidence suggests otherwise.
