Helps keep inlet temps down by insulating the manifold from the heads. And raises the inlet 10mm so you can fit a bigger inlet pipe for big turbos( which I don't have ). I have noticed that my inlet manifold is a lot cooler after driving than before.

It depends on the kit. The rcm ones come with new gaskets and longer bolts. Other ones come with just spacers. I think quite a few have done it. In my case the inlet was off anyway so why not.

Would the spacers be any use on a JDM blob which doesn't have the tgv's ?

Would be purely just to raise the manifold to aid in fitting larger intake chamber from air filter.

Probably if I didn't have bad luck I wouldn't have any.
I just hope it's worth it.
