What are the swirly looking bulbs on the bottom of the blob eye taillight lights?

What are the swirly looking bulbs on the bottom of the blob eye taillight lights?
I have just bought a 2004 WRX and can't seen to figure out what these are

It's not standard as it's in the wrong place.
Looks as if it's been retro fitted with a xenon strobe/flash type bulb.
