Protected NCB?

I left my car at a mates house overnight last weekend as i was a bit worse for wear, went to pick it up the following day and it had been scratched to bits all over the drivers side, turns out a disgruntled 'neighbour' took it upon themselves to scratch every car in the area that didn't belong to a resident, tw@t!
Long story short, the passenger side got similar treatment a few months ago so it needs a respray. I want to claim off the insurance, i'm fully comp with protected NCB with Bell Direct. I have heard off several insurance companies that still put your insurance up when you have a claim they just knock your discount off whatever they choose to put it up by, if that makes sense?
Does anyone know if Bell do this?

They will all put ypur insurance up imho. NCB means just that. It protects your 65% (or so) discount. It does not protect the premium that you pay. If you have proof of who caused the damage why not go after him through a small claims court.
