96 GTB Not boosting

96 GTB Not boosting
So I've got a 1996 GTB Legacy with an EJ20TT engine, all factory apart from the wheels, has had the 440 injectors and orange AFM with another ECU put in
The boost has not been running as well as I thought it should, I put a boost gauge in to see what PSI it was running, (which is taped in to the air line from the manifold to the actuator beside the intercooler, is this correct?) it is showing 3-4 PSI on both rev ranges, (primary and secondary boost stages)
What PSI should there be when boosting in both primary and secondary stages?
Its at -10 PSI when at idle
Is it possible that the actuators for the turbos are jammed or anything like that?
Any help Would be appreciated
