NO remap???
It will indeed add power but how much is open to debate. I personally would think that a full decat will see 15-20 bhp. You will certainly feel it anyway. I wouldn't bother with induction as you certainly will not feel that
As above don't bother with induction kit,Induction kit can kill your MAF much easily than on New age Impreza,because on Classic are much more fragile MAF than on New age Impreza.
About the decat putting on unmapped car not sure,but you should be OK for now,but at future i would advise get your car mapped for those changes
For best gains from your car you will need get your mapped,i still think you can with decat get/have overboost which can be dangerous,but you will see

Get an element in the filter box decat and a remap you should gain 40 to 45 horses with a good remap and you will get better mileage to the fuel. 
The right fuel makes a big difference so make a choice before you take it for remapping and use the same fuel after that the car is mapped to in order to get good performance results.
It’s pointless putting up a decat pipe if you’re not mapping it you won’t gain much apart from poor mileage to the fuel lag when you’re taking off your revs will drop a little on idle.
It’s important for the air and fuel to burn right to get good results and for that you will need a remap.

Had 2 scoobs and in std form have run them both with de cats and panel filters including a prodrive ecu(no boost spike) and had no running issues whatsoever on any of them.The cat is strictly for the emissions. The lambda sensor will still tell the ecu what is happening, so air & fueling are already sorted
i have run a couple scoobs with full decat etc and had each one checked on rollers at engine tuner to make sure afr all ok and each one been spot on and made nice bhp.add mods and get checked on rollers straight away and if no good swap back if all good then ideal.i have found a lot of newer scoobs dont like a decat but earlier ones seem to handle them.
I wouldn't risk it mate, i personaly made the same mistake and the cost of a rebuild wasnt cheap. I thought its just a decat and should be fine but i prefer not to cut corners now spend a little more but get it done properly.IMO
the main thing is getting it checked.my last scoob was a 97 uk car with full hks system/headers,walbro,induction and newage wrx intercooler and when checked at enginetuner had gone from 208bhp to 260bhp and fueling was spot on.thats with standard ecu and boost.
If you putting the decat pipe on just so it sounds better and drive it normally that fine but there’s no gain. you won’t gain more then 8 to 10 bhp from the decat and 2 bhp from the filter and that is only because the gases flow a bit quicker because of the decat and the 18 psi of backpressure is no longer putting load on the engine because there’s no cat it drops down to 2 to 6 psi. The turbo spools a bit faster as well that why the small gain is there for good performance results remap will gain more bhp.
And if you got a pro drive ecu you wouldn’t have any problem any way because the map is already set to decat and filter and air fuel and ignition timing levels are set in the map.

SWRT never used the EcuTek ECU as far as I know.
I wouldnt assume a car has been remapped, especially a pre 99 car. Fuel pumps are actually added to ensure reliable fuel delivery to your injectors. If still on the original pump, the 98 one could be 14yrs old. Thats also a good reason to change it. Changing the fuel pump to a Walbro will not increase fuel pressure. You need an afermarket Fuel Pressure Regulator (FPR) to do that and definitely need a remap as you've increased fuel pressure by 14% without telling the ECU.
Also, 299 from a fuel pump, decat and filter - if only it was that easy! I managed 277bhp and 312lb/ft on a 99 turbo 2000 with a sports cat DP, Decat centre, walbro pump, std 440cc injectors, NGKPFR7B plugs and an AFP remap. You will struggle to get 290hp from a TD04, they simply cannot push enough air to make the power.

sorry i think i confused every one i was talking about what kind of BHP the stock injectors can handle at different fuel presser.
and i totally agree what Lewis and Brun mentioned decat and filter and a remap will only take it up to 276 max 280 and the tdo4 life limit expires at 290 to 299 max and i know the pumps don't increase the fuel presser its the additional Fuel Pressure Regulator. i was just giving an example of the limits as below.

and totaly agree with the tdo4 as well its just faster spool it wont give substantial amount of power it expires after 5000rpm when some of the big turbos have full spool at near 4000 rpm.
on the new age 01 t0 05 i haven't really come across an different ppp ecu in the uk most of them which end up at the dealers for the ppp its just a remap on stock ecu.
i had mine don a few years a go and paid just 1900 including the vat i dont think they changed the ecu it was a short shifter the blue inter cooler pipe full exhaust with decat and i already had the element filter a long with the 50BHP certificate a few of the other lads had the same thing just a remap on stock ecu.
